About APDCL

APDCL is a distribution licensee whose office of the Chief General Manager (HRA) is at Bijulee Bhawan, Guwahati. The State Level CGRF is the forum that hears consumer grievances, and its work is governed by the Assam Electricity Regulatory Commission (Redressal of Consumer Grievances) Regulations, 2022. This notice fills the seat of the Consumer Representative that APDCL nominates to the Forum.

Where and How to Send

Candidates meeting the eligibility criteria may send their application in the prescribed format (Annexure I) in hard copy only to this address:

• Use only the prescribed format, Annexure I. Applications not submitted as per format will be rejected.
• The application form must be received by 30 November 2026.
• The notice does not mention the postal mode (speed post, registered post or by hand) or what to write on the envelope.

Posts, Eligibility and Pay

The post is Consumer Representative (APDCL's nominated), a member of the State Level CGRF. The official notification does not specify the minimum educational qualification. The eligibility conditions printed in the notice are:

• The member shall not be in employment of the distribution licensee (APDCL) or any of its agencies, in any capacity, for a period of three years preceding the date of being appointed as member of the Forum.
• The member should have good antecedents.
• The member should not have any outstanding dues of electricity or cases pending with APDCL during the time of appointment.
• Desirable: members of CGRF are well conversant with the official language of the State.

No member shall hold office after attaining the age of 70 (Seventy) years. The notice gives no other age limit.

Pay and Allowance

• The nominated members of the State Level Forum are entitled to a sitting fee of Rs. 3000/- for every sitting of the Forum.
• This amount may be revised by the Commission (AERC) in consultation with APDCL from time to time.
• The nominated Members are also entitled to conveyance allowance for attending the official duties of the Forum.

Duties and Term

The duties and responsibilities are as stipulated in the Assam Electricity Regulatory Commission (Redressal of Consumer Grievances) Regulations, 2022, as amended from time to time by AERC/Competent Authority. Every nominated member holds office for a term of three years from the date of entry into the office. A selected Member will be given short notice to join in the respective office.

Selection Process

The Members nominated by APDCL shall be selected from the applications received against the advertisement, subject to fulfilling the eligibility of such persons in their respective category. All relevant original documents are to be submitted at the time of document verification (if called for). The decision of the Selection Board/Committee in all matters relating to eligibility, acceptance or rejection of the application, verification of testimonials and selection will be final and binding on all.

Important Instructions

• No person shall be appointed, or continue as a member, if disqualified on account of: having been adjudged an insolvent; having been convicted of an offence which, in the opinion of APDCL, involves moral turpitude; having become physically or mentally incapable of acting as such member.
• Also disqualified: having acquired such financial or other interest as is likely to affect prejudicially the functions as a representative; having so abused the position as to render continuance in office prejudicial to public interest; or having been guilty of proved misbehavior.
• An existing member is liable to be removed from office on account of any of these disqualifications arising or being discovered, after following due process of law.
• If at any stage it is detected that a candidate has submitted false information, the candidature will be rejected forthwith.
• Bringing influence at any stage of the selection process will disqualify the candidature with immediate effect.
• APDCL reserves the right to cancel the recruitment process for the post without assigning any reasons.
