Syama Prasad Mookerjee Port, Kolkata, formerly Kolkata Port Trust, is a Major Port Authority with its office at 15, Strand Road, Kolkata - 700 001. Who Can Apply

Applications are invited from suitable and willing officers who satisfy the notified Recruitment Rules for the post of Dy. Chief Engineer (Annexure-I of the circular). Applications are routed through the applicant's Administrative Port. The crucial date for determining eligibility is 1 February 2027.

Essential Qualification and Experience

• Degree or equivalent in Civil Engg from a recognized University/Institution (4 year Degree course).
• Nine years experience in executive cadre in Planning/Construction/Design/Maintenance preferably of Port and Marine Structures in an Industrial/Commercial/Govt. Undertaking.

Eligibility for Absorption through Composite Method

The Recruitment Rules list the post as filled by absorption through composite method, failing which by deputation from other Govt. organizations, and failing both by direct recruitment. For absorption, the following officers are eligible:

• Officers holding analogous posts, or the post of Superintending Engineer and equivalent posts in the respective discipline of Civil Engg. Deptt. in the scale of pay of Rs.24,900-50,500/- with 3 years regular service in the grade in a Major Port Trust; or
• Superintending Engr. and equivalent post in the respective discipline of Civil Engg. Deptt. with 2 years regular service in the grade and a combined regular service of 7 years in the scale of pay of Rs. 20,600-46,500/- and Rs. 24,900-46,500/- in Civil Engg. Department of any Major Port Trust.

For deputation, the Recruitment Rules make eligible officers holding analogous posts, or the post of Superintending Engineer and equivalent posts in the respective discipline of Civil Engg. Deptt. in the scale of pay of Rs.24,900-50,500/- with 3 years regular service in the grade in Govt./PSUs/Autonomous bodies.

Pay and Tenure

The Dy. Chief Engineer post carries the pay scale of Rs. 80,000-2,20,000/- (pre-revised Rs. 32,900-58,000/-) and is a Class-I post. Under the Ministry's letter No. A-29018/4/2018-PE-I dated 30.05.2022 and 01.06.2022, the Appointing Authority as well as the Disciplinary Authority for all Dy. HOD level posts is the Central Government, i.e. Secretary (PSW). The notice does not mention allowances.

2. Apply for the post of Dy. Chief Engineer (Dy. CE) through OAP between 3 November 2026 and 2 December 2026.
3. Take a printout of the filled-in application and put it in an envelope with the documents listed below.
4. Superscribe the envelope "Application for the post of Dy. Chief Engineer (Dy. CE)".
5. Send it through your Administrative Port, which verifies the certificates while forwarding the application.
6. The envelope must reach the Office of the Secretary, Syama Prasad Mookerjee Port, Kolkata, 15 Strand Road, Kolkata-700001 on or before 17 December 2026.

Documents named in the notice

• Certified copies of ACRs/APARs for the last 5 years, attested on each page by an officer not below the rank of Dy. HOD.
• Attested copies of all certificates of educational qualification and present and past work experience in the respective post and pay scale, verified by the administrative port. For appointment or promotion on "officiating", "ad-hoc" or "pro-forma" basis, the details of "regularization" should be indicated clearly.
• Administrative Certificate / No objection certificate from the competent authority of the respective Port (Annexure-II). It certifies, among other things, that no disciplinary or vigilance case is pending, the officer's integrity, the APARs from 2021-2022 to 2025-26, and that the Port has no objection to releasing the officer if selected.
• Undertaking of the applicant that the candidature will not be withdrawn, if selected.
• Vigilance comments / clearance certificate in the pro-forma at Annexure-III, prescribed by CVC vide circular No. 01.03.2026 dated 12.03.2026, including details of penalties, if any, in the last ten years (Sl. No. 10 of Annexure-III). It is to be furnished and signed by the CVO or HOD.
• Self attested passport size photographs (two numbers).

Selection and Interview

According to the Recruitment Rules, selection is by merit, for which the benchmark in overall grading in the APARs will not be below "very good". The recommendations of the Service Selection Committee will be conveyed to the Ministry for approval before the appointment order is issued.

• If the Port receives an advance copy of an application, the candidature will not be considered unless the application is received through proper channel by 17.12.2026 (within 15 days of the online last date).
• Incomplete applications or applications received after the due date will not be considered.
• Port officials who withdraw candidature after selection by the Service Selection Committee will be liable for debarment from future selection to Dy. HoD level posts in all Major Port Authorities for a period of two years.
