Bharat Sanchar Nigam Limited (BSNL), Meerut, Uttar Pradesh, has invited applications for the post of Advocate / Law Firm (Empanelment) under Advt No. UP(W)/LC/Advocate Empanelment/2026-28/85. Applications are to be sent offline and must reach the organisation by 16 November 2026.

Eligibility Criteria

• Qualification: LLB degree; Enrolled as an Advocate under the Advocates Act, 1961
• Experience: Category A: Designated Sr. Advocates with more than 15 years of regular practice. Category B: Sr. Counsel/AoR with more than 10 years. Category C: Junior Advocates/AoR with 5-10 years.

Other conditions:

• Applicants must be empanelled for the listed courts only: Allahabad High Court, CAT Allahabad, CESTAT Allahabad, CGIT Lucknow, State Consumer Commission Lucknow, and the district-level courts in the UP (West) Circle
• Multiple applications from one applicant: only the latest is considered

Desirable:

• Experience in telecom law, TRAI/TDSAT matters, service matters, arbitration, IBC and taxation
• Experience in handling CPSE/Government/PSU cases

Who Cannot Apply for BSNL Recruitment 2026

• Advocates blacklisted or debarred by any Govt./PSU
• Advocates with pending disciplinary proceedings

Pay and Terms of Engagement

Fees are paid as per the Ministry of Law & Justice fee schedule dated 05.02.2026. No retainership fee is paid unless the advocate is appointed Standing Counsel or Retainer Counsel.

• Initial empanelment for 2 years or until further orders
• Renewable for 1 more year on satisfactory performance
• Performance reviewed quarterly
• Empanelment gives no right to allocation of cases
• Empanelled advocates are not BSNL employees

• Weighted scoring: professional experience 20-25%, domain expertise 15-20%, Govt/PSU cases 10-15%, track record 15-20%, financial standing 5-10%, interview 10-15%, past BSNL performance 10-15%

• List of other organisations where the advocate is on panel
• Details of BSNL cases handled
• LLB degree certificate
• Reported judgments
• Income Tax Returns for the last 3 years
• Undertaking that the information is correct and no disciplinary proceedings are pending

How to Apply for BSNL Recruitment 2026 Offline

1. Read Annexure-I (guidelines), Annexure-II (fee schedule), Annexure-III (bio-data format) and Annexure VI-A (terms and conditions).
2. Fill the bio-data in the Annexure-III format with a recent photograph.
3. Attach self-attested copies of the required documents.
4. Send the completed form so that it reaches the AGM (Legal), BSNL UP (West) Telecom Circle, Meerut, on or before 16-11-2026.

• BSNL may accept or reject any application, or cancel the empanelment process, at any stage
• False or misleading information leads to cancellation
• The panel is not exhaustive; BSNL may engage non-panel advocates in important cases
