Who Can Apply

The post is open only to retired E-8/E9 grade executives of the Excavation discipline from CIL/Subsidiary Companies or an equivalent Public Sector Undertaking/autonomous organisation of the Central/State Government. VRS optees will not be considered. The cut-off date for eligibility is 30 September 2026.

Educational Qualification

Engineering graduate in Mining Machinery/Mechanical Engineering/Electrical Engineering (BE/B.Tech).

Experience

Retired E8/E9 Grade executive of Excavation Discipline with experience in the following works/jobs:

• Extensive work experience in HEMM maintenance and management for at least 25 years in Opencast Mining Projects.
• Leadership roles in policy-making at corporate level/Head Quarters of CIL/its subsidiaries/any PSU in the capacity of Head of the department (Excavation/Mechanical) for a period of minimum 1 year, with the experience of HEMM procurement and review of HEMM management.

Knowledge and Desirable Experience

• Knowledge: Sound knowledge of DGMS regulations, CIL/BCCL policies, HEMM management and relevant statutory guidelines.
• Desirable: Proven experience in integrating technical mining expertise with excavation planning, HEMM management and productivity improvement.

Age Limit

The maximum age limit for eligibility is not more than 65 years during the contract period.

Pay and Tenure

The Full-time Advisor (Excavation) is engaged on fixed tenure basis for two years, which may be extended. The consolidated monthly compensation/honorarium depends on the grade at retirement:

• Conveyance: The company shall provide conveyance as per availability; where it is not provided, the Advisor is eligible for 5% of consolidated pay per month as conveyance charges.
• Accommodation: Suitable company accommodation shall be provided on availability; if not available, HRA will be provided as per the applicable CIL HRA rules for X, Y and Z class of cities based on the DoE OM dated 07.07.2017.
• Mobile telephone: Reimbursement based on actual bills or ₹1000/- per month, whichever is less.
• Medical: CIL executives covered under the Post Retiral Medical Benefits Scheme continue under that scheme; appointees not on the roll of CIL get the same coverage if they are not covered under any Post Retiral Medical Scheme.
• Leave: Paid leave of 15 days in every six months in addition to paid holidays, regulated as per EL provisions under CIL Executive Leave Rules; not encashable, and accumulated leave lapses at the expiry of each period of engagement.
• TA/DA on official tour: As per entitlement on retirement, restricted to air travel by Economy class only.
• On joining: If travel from out-station is required to join, the cost of one ticket (for self) as per the entitlement above; one ticket (for self) also on expiry of contract.
• Hotel accommodation: As per entitlement at the time of retirement/superannuation, limited to a single room and to the maximum entitlement of E9 grade executives; DA as admissible at retirement (limited to E9 level) when boarding and lodging is not provided by the company.
• Tax: Where payment of GST is required, it shall be reimbursed on production of proof of payment.

BCCL Full-time Advisor (Excavation) Job Description

The broad scope of work includes:

Excavation Planning and HEMM Strategy

• Advise on excavation planning and optimum deployment of HEMM.
• Assist in assessment of HEMM fleet requirements, capacity and replacement needs.
• Advise on fleet optimization, mechanization and equipment standardization.

HEMM Performance Monitoring

• Review availability, utilization and productivity of major HEMM.
• Identify critical issues affecting equipment performance and suggest corrective measures.
• Advise on measures for improving equipment productivity and utilization.

Technical and Procurement Advisory

• Provide expert inputs on procurement/replacement of major HEMM.
• Review technical specifications, equipment capacity and suitability wherever required.
• Advise on life-cycle considerations and optimum utilization of capital equipment.

Coordination and Project Support

• Assist in resolving critical excavation and HEMM-related issues in coordination with Areas/Projects, CMPDI, CIL, manufacturers and other stakeholders.
• Provide inputs during review of major excavation projects and equipment deployment.

Management Support

• Provide advisory inputs to CMD/Functional Directors/Project Review Committees on critical excavation and HEMM-related matters.
• Assist Management in policy-level decisions relating to HEMM planning, procurement, deployment and replacement.
• Undertake any other excavation-related advisory work assigned by Management from time to time.
